險別選擇五要素

　　在投保時，你總是希望在保險范圍和保險費之間尋找平衡點。要做到這一點，首先要對自己所面臨的風險做出評估，甄別哪種風險最大、最可能發生，并結合不同險種的保險費率來加以權衡。

何時選用一切險

　　“一切險”是最常用的一個險種。買家開立的信用證也多是要求出口方投保一切險。投保一切險最方便，因為它的責任范圍包括了平安險、水漬險和11種一般附加險，投保人不用費心思去考慮選擇什么附加險。但是，往往最方便的服務需要付出的代價也最大。郭玉強先生是深圳人保的業務員，從事貨物運輸保險業務已經有6年時間。他介紹說，就保險費率而言，水漬險的費率約相當于一切險的1/2，平安險約相當于一切險的1/3。

　　郭先生認為，是否選擇一切險作為主險要視實際情況而定。例如，毛、棉、麻、絲、綢、服裝類和化學纖維類商品，遭受損失的可能性較大，如粘污、鉤損、偷竊、短少、雨淋等，有必要投保一切險。有的貨品則確實沒有必要投保一切險，像低值、裸裝的大宗貨物如礦砂、鋼材、鑄鐵制品，主險投保平安險就可以了；另外，也可根據實際情況再投保艙面險作為附加險。對于不大可能發生碰損、破碎或容易生銹但不影響使用的貨物，如鐵釘、鐵絲、螺絲等小五金類商品，以及舊汽車、舊機床等二手貨，可以投保水漬險作為主險。

　　有的貨物投保了一切險作為主險可能還不夠，還需投保特別附加險。某些含有黃曲霉素的食物，如花生、油菜籽、大米等食品，往往含有這種毒素，會因超過進口國對該毒素的限制標準而被拒絕進口、沒收或強制改變用途，從而造成損失，那么，在出口這類貨物的時候，就應將黃曲霉素險作為特別附加險予以承保。

主險與附加險靈活使用

　　高樹華介紹了他經手的一個案例。1998年某公司出口一批鋼材（裸裝）到中美洲國家，向保險公司投保了海洋貨物運輸“水漬險”。貨物抵達目的地后，發現短卸5件。收貨人即聯系保險單所列檢驗理賠代理人進行檢驗清點，該檢驗人出具檢驗報告證實短卸事實，收貨人于是向保險公司索賠。但是該段運輸只投保了“水漬險”，“短卸”并不在承保范圍內，保險公司愛莫能助。對此，高先生建議說：“此類貨品若投保水漬險附加偷竊提貨不著險，就可以解決上述問題。加保的保費一般按一切險的80%收取。”

　　他解釋說，保險公司在理賠的時候，首先要確認導致損失的原因，只有在投保險種的責任范圍內導致的損失才會被賠償，故此，附加險的選擇要針對易出險因素來加以考慮。例如，玻璃制品、陶瓷類的日用品或工藝品等產品，會因破碎造成損失，投保時可在平安險或水漬險的基礎上加保破碎險；麻類商品，受潮后會發熱、引起霉變、自燃等帶來損失，應在平安險或水漬險的基礎上加保受熱受潮險；石棉瓦（板）、水泥板、大理石等建筑材料類商品，主要損失因破碎導致，應該在平安險的基礎上加保破碎險。

　　目標市場不同，費率亦不同，出口商在核算保險成本時，就不能“一刀切”。舉例來講，如果投保一切險，歐美發達國家的費率可能是0.5%，亞洲國家是1.5%，非洲國家則會高達 3.5%。另外，郭先生建議，貨主在選擇險種的時候，要根據市場情況選擇附加險，如到菲律賓、印尼、印度的貨物，因為當地碼頭情況混亂，風險比較大，應該選擇偷竊提貨不著險和短量險作為附加險，或者干脆投保一切險。

防險比保險更重要

　　保險是轉移和分散風險的工具。雖然風險造成的損失保險公司會負責理賠，但貨主在索賠的過程中費時費力，也是不小的代價，所以，預防風險的意識和在投保的基礎上做一些預防措施非常必要。郭先生總結他經手的索賠案例時提醒說：“因集裝箱的破漏而導致貨物受損的案例越來越多。”要防止這種風險，一是盡量選擇實力強、信譽好的船公司，他們的硬件設備相對會好一些；二是在裝貨前要仔細檢查空柜，看看有無破漏，柜門口的封條是否完好。還要查看是否有異味，推測前一段裝了什么貨物。如果你現在要裝的貨是食品或藥品，而以前裝的是氣味濃烈的貨物甚至是危險性很高的化工品的話，就可能導致串味，甚至使貨物根本不能再使用。

　　他還建議，為了以后辦理索賠更方便，提單最好選擇船東提單，而不是貨代提單。因為船東提單是嚴格按照裝運實際情況出具給發貨人的，而貨代提單則存在倒簽裝船日期、提單上船名與實際船名不符這樣的情況，這會給將來的索賠取證工作帶來麻煩。

　　（5）議付銀行（Negotiating Bank）。指愿意買入受益人交來跟單匯票的銀行。

　　（6）付款銀行（Paying／Drawee Bank）。信用證上指定付款的銀行，在多數情況下，付款

　　行就是開證行。

　　信用證方式的一般收付程序

　　（1）開證申請人根據合同填寫開證申請書并交納押金或提供其他保證，請開證行開證。

　　（2）開證行根據申請書內容，向受益人開出信用證并寄交出口人所在地通知行。

　　（3）通知行核對印鑒無誤后，將信用證交受益人。

　　（4）受益人審核信用證內容與合同規定相符后，按信用證規定裝運貨物、備妥單據并開出匯票，在信用證有效期內，送議付行議付。

　　（5）議付行按信用證條款審核單據無誤后，把貸款墊付給受益人。

　　（6）議付行將匯票和貨運單據寄開證行或其特定的付款行索償。

　　（7）開證行核對單據無誤后，付款給議付行。

　　（8）開證行通知開證人付款贖單。

　　信用證主要內容

　　（1）對信用證本身的說明。如其種類、性質、有效期及到期地點。

　　（2）對貨物的要求。根據合同進行描述。

　　（3）對運輸的要求。

　　（4）對單據的要求，即貨物單據、運輸單據、保險單據及其它有關單證。

　　（5）特殊要求。

　　（6）開證行對受益人及匯票持有人保證付款的責任文句。

　　（7）國外來證大多數均加注：“除另有規定外，本證根據國際商會《跟單信用證統一慣例

　　（1993年修訂）》即國際商會500號出版物 （《UCP500》）辦理。”

　　（8）銀行間電匯索償條款（T／T Reimbursement Clause）。

　　信用證支付方式的特點

　　信用證是一種銀行信用 《UCP500》規定：信用證是一項約定，按此約定，根據規定的單據在符 合信用證條件的情況下，開證銀行向受益人或其指定人進行付款、承兌或議付。 信用證是一種自足文件 《UCP500》規定：信用證與其可能依據的買賣合同或其他合同，是相互獨立的交易。即使信用證中提及該合同，銀行也與該合同無關且不受其約束。信用證是一種單據的買賣 《UCP500》規定：在信用證業務中，各有關方面處理的是單據，而不是與單據有關的貨物、服務及其他行為。只要受益人或其指定人提交的單據表面上符合信用證規定，開證行就應承擔付款或承兌并支付的責任。

　　（一） 接到國外客戶的訂單

　　（二） 做形式發票傳國外客戶，國外客戶回簽

　　（三） 做生產單傳國內客戶，國內客戶回簽

　　（四） 向國外客戶要回嘜頭、彩圖、條形碼，把嘜頭、彩圖、條形碼傳給國內客戶

　　（五） 緊追國內客戶進行生產

　　（六） 在離船期大約有10天左右，向國外客戶的貨代要訂艙單標準格式，按要求填好之后反傳船公司訂艙

　　（七） 船公司傳出正式的S/O

　　（八） 一般是自己的驗貨員去供應商廠里驗貨（如果客戶在大陸有驗貨代表一般是要求供應商把貨物拖回本公司，再讓客戶大陸驗貨代表進行驗貨）

　　（九） 把S/O傳給拖車行（在S/O面前注明拖柜時間、地點、時間，聯系電話等前往拖柜）

　　（十） 做出報關內容即“FAX MESSAGE”，向拖車行問清報關行地址，以方便外貿公司寄出全套單據（能夠歸類的盡量歸類，目的是減少核銷單）

　　（十一） 在“FAX MESSAGE”上注明報關行地址，再把“FAX MESSAGE”傳給外貿公司

　　（外貿公司會把報關資料傳給報關行），同時給廠家下“裝柜通知”

　　（十二） 裝完柜之后，把柜號、封條號等資料填好，（需要熏蒸的貨物，把熏蒸格式填好）再傳給報關行，進行報關

　　（十三） 做出FORM A，把FORM A 傳給外貿公司

　　（十四） 做裝船通知傳給客戶

　　（十五） 要回報關單，加上開具增值稅專用發票申請表，交給財務會計（用9.18匯率來計算）

　　（十六） 做提單補料傳給船公司

　　（十七） 外貿公司反傳正式FORM A

　　（十八） 準備裝船通知、產地證明（FORMA）、提單、發票、裝箱單、（有時有消毒熏蒸證書），一起傳給國外客戶，要求國外客戶付款

　　（十九） 把提單、DEBIT NOTE（水單）的復印件交給財務，財務付完DEBIT NOTE的費用以后，船公司放行原始提單，本人再把以上原始單據直接寄給國外客戶，以便國外客戶提貨
